Did you anyway mean UPSC, official notification had already been releases long time back, even the prelims of UPSC 2021 is already over, Mains and Interview are to be conducted in the upcoming time, in case your query is for next year UPSC exam, then final year students too are eligible to apply provided they are able to show the proof of their qualifying examination with the stipulated timeframe as prescribed by the officials, now for next year official notification, you need to attain 21 years as on 1st August of 2022, if you attain the same you can apply otherwise not, in case you meant some other exam I request you to elaborate the same by writing down in the comment box below, else search our site for any relevant information regarding this.

According to your quarries Electronics and Computer Engineering in PES Modern College of Engineering in Pune is overall good and the placements,faculties are also good .Placements for Computer science engineering is decent with 70% placements and average package of 3.1lpa for freashers. If you were to take my opinion core engineering placements are good only at selective colleges otherwise most of the colleges give very average placements. The average package stays between 2-3L per annum.
So, I would recommend you to go for gec thrissur ece because it's a non core branch and you will get good placements opportunities in core as well as non core domain. You will have plethora of opportunities in these branch.

College of Engineering, Pune (COEP) offers a four-year BTech programme at the UG level. Admission to BTech programme is based on MHT CET score, followed by MHT CET Counselling, which is conducted by the State Common Entrance Test Cell, Mumbai. In year 2020 the cutoff of general category for electronic and telecommunications engineering is 99.74 percentile till second round. While in year 2019 the cutoff is 99.84 percentile. Coep is very good college and its cutoff goes high every year. Electronics and telecommunications engineering is also good branch.
