Both VIT Vellore and PES, are good institutes to be in. However, in terms of placements and educational facilities, VIT Vellore takes the lead. So comparing the two colleges, you should opt for VIT Vellore.
However, more important than college selection is selection of your engineering branch. If you feel motivated by CSE then, always go for CSE in whichever college you're getting it because that will be beneficial for you in the long run. However, if you don't have any such preference, then you might want to choose VIT Vellore over PES.

The EEE department is fairly good. But, the Electronics and computer science is the new department under the faculty of electrical engineering. The teachers are not even familiar with it's syllabus very well. And what's more? In most of the cases, teachers of electrical engineering are going to take your computer science subjects as well!!
Some inside news for you, the HOD of EEE department was forced by the college administration to increase the number of seats in the E&Cs department, despite the concerns raised by him, regarding the substrandard skill of teachers in teaching computer science subjects. I
Infact, there's a shortage of professors in the EEE department itself! How are they going to provide decently qualified faculties for E&Cs?
Also, you are going to be the second batch of E&Cs. So, if you want placements, then your senior batch must get to its recruitment phase i.e. Final year, so that one can see the trend of placements. Their future is uncertain as of now. Since, no one can determine whether the companies would prefer a E&Cs candidate, but i am sure that the college placement cell will do its best, but still there's no guarantee.

which is tough course between EIE and ECE
ECE and EIE are the two different fields. Both the fields have there own challenges and difficulties. Thus you can't exactly classify any of them as easier or tough. ECE has larger implication in industries and its a fact that most electronics companies use to prefer ECE students over EIE students for respective posts. So if you have to choose then from an industrial perspective I would recommend you to go for ECE rather than EIE.

Somewhere its depends upon your interest still ECE is difficult course compare than CSE, as in CSE you have to learn some logical problems in computer programming, development, and emerging technologies while in ECE you have to again study more about you always running off like electrical knowledge, some communicational tools and here your mostly work on the hardware part.
CSE.
Advantages - Here you will get familiar with several new technologies and you will get many job opportunities, because of corporate you will also able to learn good communication skill.
Disadvantage - Hard to learn new technologies, need develop your mind in a logical way and also you have spend much time in a single place.
ECE.
Advantages - ECE support every field like if you come into programming then also you can and if you want to stay with the core that will also a good option. Here you will learn many signals which one you have never heard or seen before. While in campus placement you can participate in every part of the counselling.
Disadvantages - at starting you will face many problems if your basic is not clear, you have to be good in both logical and physical, syllabus is too vast in ECE.
