Well vinay let me break down the good news to you though ambiguous.Yes,you have a fair chance of getting a seat but that is not something you can bank on.I had a friend whose rank was around 5300 with the same category and he got a seat in CS the first round itself.You check the cutoffs and also enter the college in option entry but lately things have changed.
The fact that SJCE is now a university makes your quest a little difficult as the number of government seats have been reduced when compared to a few years ago.I say you try your luck but if SJCE is not in your platter you'll surely not be disappointed with NIE which is surely up your alley.

Placements : The placement in VIIT are awesome, above 60% students got placed especially of computer, IT, ENTC. The highest salary offered is 12 Lacs/year and average salary is 3 to 4 Lacs. Companies like accenture, google, tata, visited regularly. Nearby 40% students got internship from college. Our college has a good placement cell too.
Infrastructure : VIIT has one of the good infrastructure. Every branch has separate 3 floor buildings. For admission in Veer Surendra Sai Institute of Technology, Burla, Odisha, one need to achieve the minimum qualifying marks or we can say cutoff marks in JEE Mains or OJEE(Odisha JEE). Congrats on your rank Rakesh. Hands down Electronics and Communication Engineering at NIT Surat is the best option here. I have personally visited both the colleges and looked at the administration and campus and NIT surat is definitely above. In terms of location and placement too. Placement scenario at NIT Surat is much better with 7-8LPA whereas at Raipur it's around 5LPA..
I suggest you go for NIT surat. Rest lies in your hand. Best of luck

That depends on the place from where you've completed your 12th.
If it is outside TN,you would find it difficult to get ECE,CSE,EEE,Mech
If you are from TN,You might get ECE
However if you are from Trichy or Thanjavure,then you would definitely get ECE at Sastra.
Can I get a bvbcet my cet rank is 8393 in EC branch

Cutoff rank for ec branch in bvbcet during the year 2018 was 20k (for general) and slightly more for all other categories . As you have secured 8393 rank, yes you wil get a ec seat in bvbcet even if you belong to general merit( you have complete chance of getting a seat if you belong to obc or sc/st) . So good luck!
