Your question is not quite clear but I think you are asking that you had not appeared in first round of counselling and also had not submitted fees. And whether you can apply for second round of counselling.

let me tell you this straight forward that you are rank in common merit list is quite good and you have high chances of getting a college of your choice but you made a mistake. a person who has not appeared in first round of counselling and has not paid fees cannot apply for second round of counselling. second round is only for those people who have not got a seat in first round allotment. Therefore you should have applied for first round.

FDDI is mainly known for Footwear and leather Design , But it is equally good for fashion Design / and doing well year on year . if you are not getting in Foreign universities / NID or NIFT dont worry you can opt for FDDI. IT conducts National AIST test.
