I am a bipc student .I got 28000 rank in ap eamcet . can i get seat in fisheries?
Since you haven't mentioned your rank ,i assume you to be a general category candidate and being a general category candidate with a rank of 28000 , andconsidering previous year cutoffs for fisheries , thenyou have very less or better say , no chances of grtting a seat in fisheries or agricultural course as for that you need a rank lower than 20k.
To predict your chances of getting a seat , you can use aAp eamcet college predictor tool;

Sir/Maam l have got 596 marks in BCECE 2020 with UR RANK 666 can I get admission in any fisheries collage with this marks?
Dear Aspirant,
In the state of Bihar there are only 42 seats for the course of Fishery. Of the 42 seats, 85% of the seats are filled by bcece or Bihar Combined Entrance Competitive Examination by BCECE Board i.e. 34 seats. The remaining 15% seats are filled by the examination conducted by ICAR or Indian Council of Agricultural Research i.e. 8 seats. So I hope you understand the gravity of the situation and in the perilous state that you are in. Furthermore, you belong to open category which is the equivalent of a candidate with no entitlement to any form of reservation. Had there been any sort of reservation, still it would have been extremely difficult for you as you still needed a very good quota rank within top 10 or 20 or something like that.
At this point of time, the best option for you is to look for private Institutes. You have a decent rank no doubt but it pales in comparison to the number of seats available in the state. You can also look for Institutes that provide admission to you based on Management Quota.
Before getting enrolled in any of the private Institute, you can compare these colleges with each other to know for yourself which is a better college and shall know the best college for pursuing graduation.
In order to compare colleges, all you need to do is to just click on this link:-
https://www.careers360.com/compare-colleges
This great comparison tool shall be extremely beneficial to you and shall notify which is a better college which you can apply for.
I hope you get admission in a good college.
