Dear aspirant,
I don't think you will get minor degree in any of the nits and that too in photography, dance, literature, psychology, foreign language. But if you get into iits you may enjoy the privilege of doing minor degree in some of the IITs. But I still doubt these minors will be available in iit too.

The Department of Foreign Languages in BHU offers programs in seven languages including Chinese, Russian, Italian, Spanish, Polish, Japanese, and Sinhalese.
These program range from Certificate, to Diploma courses in all the above languages in addition to BA (Hons.), M.A, and.D..D in Chinese and Russian
BHU however, also offers a 2-year part-time diploma course in Korean.
Eligibility:
The Korean Part-Time Diploma Courses offered are open Only for Regular students of the BHU (students who are in an ongoing full-time course)

If you want to appear for undergraduate course, then yes you will have to give entrance exams based in that particular language too. For example EFLU is an Institute in India which have its entrance exams for it's courses in which a part of the exam is based on that particular language.

JNU conducts it's own entrance exam through which it provides admission to students into various different courses. The general pattern of the exam consists of questions from General awareness, Quantitative aptitude, Reasoning and related subjects.
