Dear aspirant,
The fee structure for BSc agriculture and forestry of college is $5000 per year and hostel fees is nearly $600 per year under NRI quota.
But this fee may little vary from college to college and state to state itself. For example tamilnadu state charge $2100 per semester, this not fix for all colleges and all states it’s totally depend on vacant seats in college and state of the college.
Above mentioned $5000 dollars also not fixed for other states or colleges, in some states they will taken the fee $8000 per year also.

15% seats reserved over and above the intake of given degree Program to NRIs/ Children of NRIs/ candidate Sponsored by NRIs.
eligibility :-
Preference is given to NRI Candidates belonging to Karnataka State and also following 371(J) regulations (70% for Hyd-Kar and 30% for Non Hyd-Kar) for Hyderabad-Karnataka candidates on merit.
Candidate should have studied in English medium at higher secondary or at 11 and 12 standard level or English proficiency could be evidenced by producing certificates like ELTS or TOFEL at the time of admission.
ADMISSION PROCEDURE
Application can be obtained from university website and submitted by post or inperson along with the educational documents and DD on or before the due date mentioned on nhte site to The Registrar, University of Agricultural Sciences, Lingasugur Road, Raichur – 584 104.
FEES
NRI quota candidates shall pay US $ 5000.00 per year (Five Thousand US dollars only) or equivalent in Indian Rupees as Institutional Economic fee per annum and along with regular semester fee prescribed by the University from time to time. Semester fees is 20,100/- If the candidate admitted under NRI quota fail to complete the UG degree in four years or Eight Semesters, @ 25% of the Institutional Economic fee shall be paid every year apart from semester fees till the completion of the degree. Candidate shall pay Group Health Insurance premium every year as prescribed from time to time.

Well I think 47000 rank is tad bit difficult for a seat in bsc horticulture or bsc agriculture or forestry .
Even though you fall in obc category still then it is difficult for you to get admission in any of the 3 courses. So either you have to apply for any other course or try and give the exam next year.

Yes you can take bsc forestry.
Eligibility for BSc in Forestry :
10+2 in the Science stream, completed from a recognized educational Board.
A minimum aggregate score of 50% (45% for SC/ST/OBC candidates) at the level of graduation.
Candidates who have qualified the All India Entrance Exam of ICAR are eligible for admission to agricultural universities that offers forestry courses.

For getting into forestry/fisheries, etc courses. you need to appear for the ICAR AIEEEA examination. NEET is basically an entrance examination for entrance into various medical courses like MBBS, BDS (dental), BAMS (ayurvedic), BHMS (homeopathy), BVSC(veterinary), BPT(physiotherapy), etc.
For btech biotechnology you need to appear in jee mains.

As per the marks that you have secured in neet 2021 it's difficult to say about the exact situation because it depends on certain factors like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.
