i wanna chose my subjects for BA arts but Im confused which subject i should choose ,but i selected some subjects like english, english literature, functional english , education nd environmental science .can i chose these for my graduation.

Your choice of subjects seems great. I don't know why you are confused about the choice of subjects but if you feel you won't be able to perform well in these subjects, then you can change it if you wish. There is no pressure to choose certain specific subjects for your graduation.
If you are confident that you can do very well in the subjects you have chosen & if you are genuinely interested in these subjects then you can go for it. Also, if you have planned something for your future that involves the use of these subjects then too it's great. Remember, you cannot change the subjects during mid semester so take a wise decision now. If you want to change it in between, there will be too many problems which is not something you want. So decide before finalising it.

Is it worth for post graduate students to do Functional English 6 months course from Ignou, Delhi? It is expensive compare to most of the 6 months courses. I didnt see any comments related to this course. Is it really worth it.

Functional English is a better choice for certified course dear. If you wants to good your communication and writing skills on english then you go for definitely this course. Some University offer this course. IGNOU means Indira Gandhi National Open University offer this couse also for 6 months. After giving the final examination you can get your certificate.
You can do it with your master's degree. But make sure that your master's degree is regular mode and from different University. And your certified course from IGNOU and distance mode. Then you continue your both degree in same time.
