Hello sir, if is a resident of India, he can apply as a citizen of India in government medical colleges. The certificate of class 11th and 12th act as a domicile for Admission under state quota.but if is he is a non resident Indian he must go for NRI seats.

Dear Sir/Ma'm, there is no examination centre in UAE for the AIIMS entrance test. It will be held only in the selected citites of India on 25th and 26th of May, 2019. Once you have been allotted an examination centee, you are not allowed to change it whatsoever.

There are no examination centres for Aiims pg or ug entrance test outside India. However, Aiims examination centres are located on various cities of each state. You also cannot change your test centre once you have filled the online application form. So, you will be alloted centre from your previous selected choices.
