Tamil nadu conducts Neet Counselling for 15% All India Quota seats and 85% state quota seats separately. You can apply under AIQ. But it will be quite difficult to get a government MBBS medical college with this marks.As per the trends you may get in Government Medical college in Tirunelvelli only.Also you can get government BDS colleges in Tamil nadu easily with your score.

Jammu and Kashmir does not fall under centralised All India Quota seats of 15% of total available. It has 100%  state quota so to get a seat in Jammu government MBBS colleges you have to have the domicile of Jammu. So being from Uttarakhand you can't apply for Jammu medical colleges since the state does not participate in AIQ.

The placement for CSE at NIT Uttarakhand is highly impressive.There was 85% Highest package offered on Campus was 15 lakh while off campus they recorded a placement of 30 Lakh.

In my opinion NIT uttarakhand is much better in  every aspects as compared to NOT Srinagar. 

Whether you talk about CSE or Civil engineering. From placements to campus facilities,  I would recommend NIT uttarakhand. 

Also one need to have a higher rank to get Uttarakhand as compared to NIT Srinagar.

Cutoff for admission varies from every year from college to college. Cutoff varies depending on various factors such as the difficulty level of the exam, the number of candidates applying for admission, etc. 

As per the previous year cutoff, you can have decent chances to get a seat in Veer Chandra Singh Garhwali Government Institute of Medical Science & Research, Srinagar, Garhwal through state quota counselling.

I see that you have got a seat in nit uk in civil branch in round 1 and i guess that you have selected float option in hope of that you will get a better branch, but if you didn't get what you accepted then it is ok. But you need to report again at the reporting center and make them change the option to freeze. So that you will get a seat in nit uk.

Based on the marks you have secured you might have a high chances to make it into the best private colleges. Therefore you need not worry about it. Make sure to apply and appear for the counselling sessions. You can apply for various colleges through both state and all India counselling.
