You have to first have to appear exam like GRE or TOFEL. You have to score a good enough mark which will say that you are good at english and you can have a good conversation aboard.
This is a 8 step process:-
- Course evaluation(your domain)
- GRE,TOFEl,IELTS
- University selection

- Transcript attest
- letter of intent
- target on A1 german
- 1 page resume
you will get all the information from GRE webpage. They give all the details to students to get an admission aboard and they guide them too.

USA is the hub for electrical and communication engineering and also provides the best education possible. Students get a good level of practice and industrial training as well as many institutes are leaders in research and development. The campus is also very good. The scope of getting a job to is very high. The medium at which the education is conducted is english ofcourse and many of the students are best suited to study here.
MS in Germany is very grand. In the sense the education is top notch and is very industrial based. However a common challenge faced here is that the medium at which is taught in some colleges in the country is German. Some do offer english but the faculty speak German as a preffered language. However in comparison, Germany does have a edge over USA in the educational sector as students out of these universities are well trained and well equipped.
In conclusion, all is based on personal preferrence but i would recommend USA due to the language barrier.
