why there is a column of SINGLE GIRL CHILD in neet application form

See there is no any reservation for single girl child at national level or AIQ counselling of NEET but at state level some states use to reserve some portion of seats for single girl child and for those who are twins so only for that purpose it is asked under NEET application portion. Some states like Punjab, Assam and some other use to provide this kind of reservation for all entrance exams and admission in their state.
Apart from this there is reservation of other categories like UR/OBC/SC/ST/EWS and PwD(Horizontally) :-

there is a reservation for single girl child in neet mbbs
Hello Dear,
According to the official website there is no reservation for a single girl child in NEET in India and they are treated under normal reservation policy. However, there are some state like punjab there is a single girl child reservation. To be eligible the candidate should be the only child of the parents with no brother or sister. Twin girl child is also acceptable under this reservation. This is offered at State NEET counselling levels upto 1%. that have girl reservation quota in state level colleges. Apply through state counselling in them.

your question is little confusing but I would like to answer you that if the seat is vacant even a single seat is vacant till the last counselling processes then also the counseling process will take place and that one seat will be allotted to the student who is eligible.
it happened many time that until the last process one seat got vacant and the next counselling process has been took place to fulfill that seat and it has been given to the student who is eligible either girl or boy

There is no reservation for single girl child either in NEET or in AIIMS but as you have mentioned that you also belongs to SC category which gets reservation of 15% as per the notification released by Central government so you will surely get reservation benefits in NEET as well as in AIIMS. In NEET there is 15% reservation for SC category aspirants and same in AIIMS for MBBS seats in accordance to that of criteria prescribed by Central Government of India.

You can also go through the prospectus at: file:///C:/Users/dell/Downloads/HP_MBBS_PROSPECTUS_2020.pdf. The prospectus doesn't give you an option to avail both OBC and single girl child reservations. The application form allows you to select only one Category for availing reservation. So you have to choose between OBC and Single girl child reservation.
