i got 91.12 percentile in jee main and from EWS category am i eligible for VGCE? in acpc form there are two option gujcet and jee main ,should i fill in both or should i fill in only jee main as bc my gujcet score is too low , if i feel both gujcet and jee score ,will gujcet score affect my merit?

sorry to say but you are not eligible to apper in gijcet and in neet cause they demand minimum 75% in boards and as you know your marksheet is not even having passed marks.
so it's impossible to apper in neet or gujcet insted or this I'll suggest you to do again your 11th 12th from opem school. score good marks and then appear in gujcat or neet and crack it.
