Considering you to be general and the previous year cutoffs , you have no chances of getting a seat in CSE in USICT . As , last year the cutoff rank was 250 for same and if seen from the trends it will not vary the required much. Still , hope for the best to happen.

based on previous year cutoff trend And considering your marks you can get admission in 3 rd and 4th college but not in top 2. But you can get other branches in  top 2 colleges

I m not sure that weather its possible or not but many colleges have some reserved seats which they allot through donation. so you can search about that and make a conformation regarding it.
