Okay so first let me tell you about the counseling procedure:
There will be four rounds of counselling i.e. Round 1, Round 2 of AIQ and Mop-Up Round & Stray Vacancy Round
Out of the four rounds, three rounds will be conducted online by MCC i.e. Round 1, Round 2 and Mop-Up Round.
The Stray Vacancy round shall be conducted by the respective Deemed Universities
- If a candidate allotted a seat in round 1 does not report/join the allotted college, he/she would not be penalized (security deposit will not be forfeited ). Such candidates will be eligible for subsequent rounds.
- If a candidate is allotted a seat in round 2 and does not want to join the allotted seat he/she can still exit with forfeiture (losing security amount deposited) within the given time period.
- Candidates who have joined the allotted seat in the second round would not be eligible for resigning/surrender of the seat and will not be allowed to participate in state counselling either
Hope now you have understood this procedure.
Even if you join the alloted college in second round your original documents will be taken by the college/ authority.
So you would not be able to go for state offline counseling where you need to go with the original documents for verification

I get my branch in ip university (MSIT) through spot round which is my 5th preferrence ,how can i get branch which is my 4th OR 6th prefere

If you had been allotted msit i.e. your 5 th preference in spot round, then there are least chances that you get college of your 4 th preference. However, if any candidate withdraw his seat or there is some vacancy in the college or other student has not meet the required formalities related to his or her seat then you can get that seat.

IPU CET for both BA LLB as well as BBA LLB. Also that 85% seats are reserved for Delhi Candidates and rest 15% are for Outside Delhi region.
You can expect the Delhi region cut off to go till 4000-5000 rank. And the outside region to go lower that this according to estimate. It may differ according to various factors like the number of Delhi candidates falling in that rank range and more. Hope it helps.

The admission authority will accept the application form of eligible candidates.
Eligibility Criteria for BA English after qualifying the cut offs:-
A Candidates with an aggregate of 50% marks in 10+2 level examination from recognized state and central government board (for example, CBSE) with compulsory English at 10+2 level.

The candidate has to pay counselling fees very before the first round of counselling of Indraprastha University for BSC MLT Course. You can't do anything between the the counselling rounds. However when the Indraprastha University also offers spot counselling and offline counselling for BSC MLT course. You can contact the university for checking whether offline counselling is possible or not.
