when will kea do reranking of kcet 2022 as per high court decision??
It is difficult to say clearly on reranking of KCET repeaters because issue has not been completely resolved until now.
Karnataka government is planning to file review petition or to reappeal against recent High court verdict in favour of repeaters students, so dates hasn't been finalised.

Karnataka High Court's decision on KCET Repeaters ranking process is finally released and the court has ordered the KEA to redo the KCET 2022 Ranking process and consider 50% PUC marks for the KCET repeaters.
KCET 2022 Document verification round is ongoing and will be concluded on September 7, 2022. In a big relief for over 23,000 students of the 2020-21 batch who are referred to as CET repeaters, the high court on Saturday issued a direction to the government/KEA to redo the CET ranking list for admission to engineering and technology courses for 2022-23.

See Non-Biology students are never eligible for NEET UG and if they complete Biology additionally from any private or open board then they were allowed to appear for NEET UG provisionally, depending upon the verdict Hon'ble SC because the matter of eligibility of students having Biology as an additional subject in 10+2 for NEET UG. So if Hon'ble SC does not allow them to be eligible for NEET UG then no candidate can appear for NEET UG having Biology as an additional subject.
For 10+2 or equivalent you need to have a minimum aggregate in PCB as per your category which is described below and also you need to pass overall in 10+2 or equivalent :-
>>>>> You need to pass separately in theory as well as in practical of PCB.
>>>>> If you belongs to General/UR category then your aggregate of PCB (Theory + Practical) should be equal to or more than 50% (40% for SC/ST/OBC and 45% for PwD).
>>>>> You should be pass in English subject as well.
>>>>> Your minimum age should be more that or equal to 17 years by December 31st of the examination year, as per the current eligibility criteria.

This is because,
If you are unable to have obc ncl certificate at the time of counselling then you can participate in the josaa counselling as a general category student and get admission on the basis of it.
You can register your category as general in josaa counselling by filling the category conversion declaration form in which you will be declaring that you do not have the required category certificate to avail reservation in JEE main so you want to convert your category to general.

There are definitely 2 seats reserved for freedom fighters blood relation in MBBS in Assam. 3 seats in UP and Uttarakhand. This was stopped in Tamil Nadu in 2018 by Chennai High Court. Which other states are still having this provision?

Reservation for freedom fighter blood relatives is not applicable for all india counselling but it you can avail the quota for state counselling.
I believe that Haryana too offers 3% of reservation for freedom fighters blood relatives- with 1% being for general category, 1% for SC and 1% for other backward classes. Hope this helps. All the best!

But most possibly yes your form will be rejected. You can check if their is any option to edit application form.
Actually for any post high court clearly says, "in any condition, if information is not readable/accessable then your application form will be rejected without notifying you".
