See till now no notification has been released for JEE-Main 2023 so at this moment of time it is quite difficult to say whether the candidates scoring less than 75% in class 12th will be eligible or not for admission to NITs/IIITs, because the relaxation is only provided till current academic year and nothing is known for next year so kindly wait for it. However for JEE-Main you can appear even if the criteria gets restored because there is no requirement of any minimum percentage.

The qualifying code for droppers who have passed in qualifying examination is code 02. You should select code 02. The code 02 is for candidates who have passed 10+2 or its equivalent from a recognized board. The candidate must have studied English, Physics, Chemistry, Biology/Biotechnology, or Mathematics or any other elective as a major subject in the qualifying examination. HPBOSE is a state board which is recognized. So you need to choose 02 as you have passed in the qualifying examination.
