the himachal pradesh technical university has cancelled the HPCET 2020 exam due to corona crisis going on all around , this year admission will be provided on the basis of score of jee mains and 10+2

Himachal Pradesh Technical University will release the application form of HPCET 2020 on the official website but the dates has not been announced yet.Earlier the scheduled date for application form was in March but was postponed due to Covid-19.
No announcement has been made yet for the new dates but the application form will be out possibly this month.

If you have not given HPCET exam it will be a bit hard to get into a college which gives the admissions through HPCET exam. About giving the admission without the exam it depends on the college whether it accepts admission through your class 12/graduation percentage or other option is management quota seats.

What does PASS CERTIFICATE OF QUALIFYING means ?.. does it mean +2 Certificate?
Pass certificate of qualifying means the certificate of what you qualified in recently. If you are seeking for admission in a graduation program then it shall be the certificate of 12th and if for post graduation program then it would be of graduation certificate.

Is their any age limit in HPCET
No there is no age limit for appearing for HPCET.
Other criteria for HPCET are
Following criteria had to be met if the candidates wished to appear in the HPCET 2019 examination.
- Candidates must have passed their Class 12 th or equivalent from a recognized college or board
- Candidates must have secured at least 45% marks in the qualifying examination. 5% relaxation is given to the candidates belonging to the reserved categories
- Candidates must have Physics and Mathematics as a compulsory subject along with one other – Chemistry/Biology/Biotechnology/Technical Vocational Subjects
Important: If the aggregate percentage for candidates is coming in the fraction, in such case, the candidate must round off their percentage to the nearest percentage of marks. For example, candidates having aggregate marks in the range of 44.01% - 44.49%, it shall be rounded off to 44% and 44.50% - 44.99% shall be rounded off to 45%.

Coming to your question I would like to tell you based on the previous year stats, having 70 marks in hpcet can make you elligibility for the jngec and other government colleges . So just wait for the counselling.
