As for your question, you will be eligible for admission in Hindustan College of Engineering and Technology with the and board percentage you have, though you may have to compromise with your branch. You will have to give the qualifying examination and then will be able to get admission.

The hostel fees for Hindustan College Of Engineering and technology is 35000 per year. Charges for mess is different it can range from 20000-25000 per year.
There is separate hostels for boya and girls and first year hoatel is separated from senior hostels to avoid ragging.

Dear Karthi, Hindustan College doesn't have Lateral Entry for Diploma Candidates. There is B.Tech in Agriculture which is 4 years with 8 semesters of duration. However, the eligibility criteria for admission in this course is that you should have passed your 10+2 with a minimum aggregate of 50-55%. Sorry to say this but Diploma is not an eligibility criteria.

If the cut off is decreased than last year means , if the department or teaching of that particular department is not good?

The HCET college has seperate hostels for its girl/boy students.The hostel is regularly cleaned by the workers.Seperate hostel for juniors and seniors to avoid ragging as well in the hostels.The accommodations are also good nd presents a nice ambience for students to stay.
