if I have a score of 46/100in physics , 50/100in chemistry and 95/100in biology in my class 12 hsc and 85/100 in english , then am I eligible for neet or I have to take reexam also one has to score minimum 50 in each of pcb or in total pcb

You are definitely eligible for neet . You have scored a good score In biology . For appearing Neet you will have to obtain minimum 150 marks in physics, chemistry and biology.
Now your score in physics is 46 , chemistry 50 and biology 95
So your combined pcb score will be 46+ 50+95 = 191, which is more than 150
Hence you are eligible foe appearing Neet.
As per neet eligibility criteria
The candidate must have scored minimum 50% marks in physics, chemistry and biology .
Also you are too good in biology so you can prepare accordingly and you must focus more on biology .
Try to attempt important topics in physics and chemistry, practice numerical problems in both.
As there will be 90 questions of biology , 45 from physics , 45 from chemistry .

if I got 25 marks in physics practical and 5 marks in theory will i able to pass 12 hsc board???

A subject other than physical education on the HSC board was split into two sections:
written test
Internal marks
A student must receive 35% of the possible points in a topic in order to pass it.
Therefore, in your instance, if you receive 30 in practical and 5 in theoretical, you will receive 35 marks, which is sufficient to pas s.
But you can not pass with 25 marks in practical and 5 marks in written exam.
