I have 57.2% in HSC but 40% in pcm aggregate in hsc and 150+ in mhtcet. I am from OBC can I get admission into government college in Maharashtra?
The eligibility criteria for CET is candidate should pass the 12th std or equivalent examination from a recognized board with physics, chemistry, and mathematics and the qualifying marks should be a minimum of 45% marks in 12th ( at least 40% for reserved category ).
The percentage of 12th you have mentioned fits the eligibility criteria and you can get a good government college with 150 marks of CET.

You have already passed you 12th by general promotion and you percentage will totally depend upon your pre-board marks, 11th marks, and high school marks. It will be more good if you can score more than 60% in your 12th still many colleges accept 45% marks above. Remember that admission will be done on the basis of your marks in entrance exam not in the 12th.
After that you can sit in any entrance examination to get the top college for yourself at national level or state level, you can also try to get the direct admission in many colleges. Here are the name of some exams you can give to take admission in any good colleges.
1. DU, for Delhi
2. AU, LU, BHU, AMU for Uttar Pradesh
3. WBJEE for West Bengal
4- JNU for Delhi
5. MHT-CET for Maharashtra

The Eligibility for MHCET is minimum 50% aggregate marks in 10+2 from the recognised board of Maharashtra, MHCET is the common entrance examination for engineering in Maharashtra. See this situation can be intermediating but its not impossible. Let me assure you if you are hardworking and if you have the perseverance and sincerity then you will definitely crack it.
Now the most important for NEET is that you need to focus on 10+2 as well as NEET. Thus you have to cover up both the portions simultaneously. Suppose the tution teachers or your school teachers will be teaching you the 10+2 syllabus, go through it in such that you prepare the syllabus of NEET as well as 10+2. This way at the end you will finish both the 10+2 syllabus as well as NEET 10+2 part. Now for the part of 11 you have invest some time every day to clear your backlogs. If you can study in bits both the 11 and 12 syllabus then by January you will complete 100% of 10+2 and NEET 10+2 part and 90% of the NEET class 11 part. Now depending on your preparation you can invest more time to class 11 and try on practicing problems which will really help you to have a great preparation.
Now you have mentioned that you are a HSC board student and you have to read NEET as well. Now the point is I don't think there will be a lot of deviation between HSC books and the NCERTs. So you can do a thing. Study from any of the book for the first and while revising you go through another books. For example you study Biology from NCERT then while revising go through the HSC book. This will help you to gather missing information if any and will assist you to score good in 10+2.

what will be the result of students who have passed HSC 2020 exam and were going to give again. type of candidate : class improvement? what will happen?
See there are no official information regarding this. But in general there can be two possibilities:
- The marks will be allotted to the students as per the rules designated for the regular 2021-22 HSC students.
- As the situation improves, the class improvement examinations will be organized after the release of HSC results 2021-22.
As there is no official notification any can't be said with absolute confidence.

To become a pilot you will need to do maths and physics in your 10+2 level. So now if you want to become a pilot you can complete your maths and physics through open schooling to become eligible for becoming a Pilot. You can join NIOS and complete your Maths and Physics. National Institute of Open Schooling (NIOS) conducts Senior Secondary examination twice a year, in March/April and in October/November.

No, you can't directly get admission in the third year. But you can get admission in the first year even after the gap of two years. You can give entrance exams for the same like IPU CET, UPES, NMIMS NPAT, etc or you can get admission based on your 12th score. your 12th percentage should be a minimum 50 or equivalent examination with any stream from a recognized board.
It's never too late to complete your education you just need to take one step forward to start it somehow.
