The first year syllabus of B.Tech for all the branches and for all the engineering colleges is generally same. In the first year, you were taught only the C Programming . So, if you have interest in programming languages, then C is the very best language to start with. So, start coding in C. After you complete this language, then you can move to some other languages like C++, Java, Python, DSA etc.

Ive scored 74.3% in my HSC board exam 2020 and Im thinking of taking a drop for JEE 2021. But Im in a doubt that will there be the same relaxation for 75% or top 20 percentile for droppers in 2021(who have given their board exam in 2020) or not. Someone please help.

According to your question and taking into consideration that you want to take a drop for jee mains if there is same relaxation of 75%.
I would prefer that you should take admission in the current college because there is no such guideline that the relaxation will still be applicable next year also. So,kindly take admission and if you want to give jee next then you can give if there is relaxation.

Mahatma Phule Krishi Vidyapeeth University in Rahuri is one of the oldest established public universities of the state of Maharashtra. The Institute offers admission to students of the best rank holders in the state entrance test which is MHT CET. Your performance in this exam has been quite dismal and it seems highly unlikely for you to get admission in any of the government institutes of the state. To be enrolled in any of the government institutes, you needed to score atleast 135 marks. Although you have a form of reservation which is other backward class, still you need a very good quota rank to substantiate your claim of a seat in the public University.
In MPKV, 15% of the seats are reserved for All India Quota which means students who appeared for JEE Mains can also apply. However, they still need a very good JEE Mains Rank to be able to get the seat through counselling process. I hope you realise that with only 72% percentile in JEE Mains, there is no way that you can get an enrollment in the institute.
You perhaps may get some low tier government college, but I don't see any real chance of you getting into MPKV. At this point of time, you should look for good private institutes that may offer admission to students of your rank and there are plenty of them in the state. Before joining any of those colleges, you may want to compare them to see which is the better one for taking admission.
