I got 72.3% in hsc 2020 .Am I in top 20 percentile?
Currently it is not possible to tell clearly whether you will be in top 20 percentile of your board or not. Once your board/NTA releases the data for top 20 percentile, you will get a clear cut idea about being in top 20 percentile. However, with 72.3 % marks, you have some chances of being into top 20 percentile.

for current year, cutoff is not released as jee main 2nd session is pending. after release of jee mains result cutoff list for different 12th state board and private board will be released.
as per previous year data, cutoff for year 2019 was :- 339 for general category and OBC-NCL category. 323 for SC category and 314 for ST, PwD category candidates.
Candidates who have secured equal or higher than cutoff will be eligible for top 20 percentile program.

You can reach your school or college administration office and let them know that there is a discrepancy in your certificate. You may have to carry government photo ID card, admit card and you may have to provide your details. You may have to pay an additional fee for a new certificate. Your school administration shall help you in this regard.

Neet eligibility criteria says that,
to be eligible you must have passed your 12th with English and PCB (pass in both the theory and practical ) with at least 50 % in aggregate of PCB ( in theory +practical) in 12th examination if you belong to general category or at least 40% in aggregate of PCB if belongs to Obc/ Sc /st .
So , being from ST category you need at least 40% aggregate in PCB to be eligible
Now,
Your aggregate in PCB is
61+54+67
= 182
=(182/300*100 )%
=60.6% i.e greater than 40% , so you fulfil above aforesaid % requirement and thus you are eligible for neet examination

First of all there's no percentage barrier to be eligible for JEE mains dear so you don't need to bother about it at all.
But yes,
To be eligible for NITs, IIITs, GFTIs , jee advanced( for iits) one needs at least 75% marks in aggregate in class 12 if belong to general or obc category or at least 65% marks if belongs to SC/ST or must be in the top 20 percentile in class 12 examination.
Only 5 Subjects are to be considered for calculating this aggregate percentage and these are :-
*Physics
*Chemistry
*Mathematics
*A language
*Any subject other than listed above

I don't know if you are in top 20 percentile or not, but if you have Maths as the subject, and score good in JEE, then you can get into IIT, NIT.
And yes you are eligible for NEET as you have scored more than 50% and if you have Biology as a subject.
Also 12th marks are not a big deciding factor. If you score good in Competitive exams like NEET or JEE, then you can definitely get a good college. But yes priority is given to the one with more marks in Class 10th and 12th.
