I got 59%in12th HSSC EXAM which govt job is available for me

Nikita ...see, there is Various types of government job after passing HSSC, BUT now a days a computer course in mandatory.you have many options like it post office ,banking at any other thing you can also do in railway the railway examination after that you can try in police department, you can try in Indian Navy department, all in postal circle department etc.

if I get 62% in pmc for hssc board Goa and if I get 390+ in BITSAT 2020, is there any chance or way to get admission in bits Pilani Goa ?because I really need it

Your score at BITSAT is very good. With that score you could have easily got core branches in BITS Pilani Goa campus. But the main eligibility criteria for admission at BITS is that the student must have secured minimum 85% aggregate in PCM subjects and a minimum of 60% in each of the subjects of Physics, Chemistry and Maths.
As you do not satisfy the eligibility criteria you are not eligible.

if I get 70% in Goa board of hssc 2020 and if I qualify BITSAT 2020, will I get admission into bits Pilani Goa?

BITSAT 2020 eligibility criteria are following:
1: Candidate must have passed their10 +2 from any recognized board/University.
2:Applying candidates must have passed their 10+2 level exams with the main subjects ofPhysics,Chemistry , Maths Also, he/she must possess adequate proficiency inEnglish.
3: Candidates must have scored aggregate of75% marksin Physics, Chemistry and Mathematics subjects. In each of the subjects, he/she must have secured60% marks.
But in your condition if your aggregate score is 75% or more than you apply for it.
