Yes , Your degree is totally valid and you are eligible for the ICAR(Indian Council of Agricultural Research ) Entrance exam , as at the time of passing your college was affiliated by the university so you can write the ICAR entrance without any problem but make sure you mail the ICAR authorities about your problem in detail.

As far as your rank is concerned and considering your sc category quota let me tell you that if compared to sc category it's a good rank obtained in icar and you have good chances to get a seat in bsc agriculture in Tamil Nadu.
However various factors are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.
But on a general basis I would like to suggest you that the cut offs vary every year as the dynamics gets changed due to the above mentioned factors.

One year is enough to prepare well for ICAR (Indian Council of Agricultural Research) UG Exam, as conducted by NTA (National Testing Agency).
The difficulty level of ICAR Paper is slightly more as compared to NEET UG, but a bit easier as compared to JEE Mains (Physics and Chemistry part). However, selection in ICAR Colleges is easier as compared to government medical colleges via NEET (as ratio of number of NEET UG candidates to govt medical seats is extremely high).
