With the percentile of 59.53 in ICAR UG and belonging to the general category , the chances of getting a seat in the government college is almost nil. This is so because the cutoff for the general category students goes a quite high enough. You may rather try for private colleges which might be quite possible. You're only eligible for the exam when you'll pass the 10+2 exam or equivalent exam with a minimum aggregate marks of 50% if the candidate belongs to General/OBC/UPS/EWS category. And for the candidates of SC/ST/PWD/Transgender this goes upto only 40%.
Talking about the cut offs then fir a general candidate you must have to score in between the cut off score range of 350-300.

The all India entrance examination for agriculture is conducted by NTA National testing agency on behalf of Indian Council for agricultural research New Delhi through which there is admission on UG PG level of agriculture, horticulture, fisheries food Science, home science etc courses.

As per your rank and considering you from sc category you have fair chances of getting a seat the 3rd round or mop round. But in mop up round let me tell you it's a bit tricky because it depends on the vacancy of the seats in college.

Candidates who belong to unreserved category required at least 300 to 350 marks to get government seat in icar AIEEA UG. Candidates who belong to obc required 300-320 marks and candidates who belong to SC required 250 to 300 marks.
According to this eligibility criteria, a candidate must pass the 10+2 board exam or equivalent exams with a minimum of 50% marks if he/she belongs to General/OBC/UPS/EWS category. While SC/ST/PWD/Transgender candidates have to score a minimum of 40% marks.
