Mop up round is basically the last round of counselling process after all round of counselling is over it happens with the left over seats . And Students take part in this for the remaining seats from the main parts of counselling. Unique and positive thing about this round of counselling is that a particular student can re sort rearrange and re build their choice filiing list in this round. It is the last centralised counselling processs before the decentralized counselling process by individual institutes.
And spot counselling happens after mop up round of counselling. It is decentralized that is each institute does it individually not by joint board etc. So you can definitely apply.

IIPE, Vishakhapatnam invites applications from the Indian citizens for admission into 4-year B.Tech. programmes in the following disciplines. For SPOT round admission students should have qualified JEE (Advanced) - 2020 and must separately apply for IIPE counselling through Online Application Portal. Admissions are on the basis of the scores in JEE (Advanced) 2020. Admission forms can be filled-up on-line after payment of Application fee only. There are two programs that you can apply for. Petroleum Engineering and Chemical Engineering. Reservation Policy in admissions as per the Government of India directives at par with IITs will be applicable. Application fees through the process is 1000 INR for Unreserved, OBC and EWS category. For SC/ST/PH application fees are 500 INR. As per your question I am comparing both the above mentioned colleges chemical engineering on various factors.
1) S.S. Bhatanagar university, Chandigarh.- This is the one of the best institution of North India for chemical engineering. There are total 75 seats for chemical engineering with total fees 70.08K. This is the AICTE approved institution with good infrastructure. The average package offered for chemical engineering is5.5 LPA. 2) IIPE, Vishakhapattanam.- This is the best college of India for chemical engineering. There are total 50 seats for chemical engineering and you have to score well in JEE advanced to get admission in this institution. The total fees for this institution is 6.43 lacks for general and OBC category and 43.20k for SC and ST candidates. If I get seat in iipe and paid the fees of 30,000 later I want to withdraw the seat. Is there any chance that it will get refunded 50% of the paid fees.

These are the rules for refunding fee...
- Admission fee of the candidates not selected in the final list will be totally refunded.
- Inn the event of a student/candidate withdrawing before the Registration, the admission fee will be refunded after deduction of the processing fee of Rs. 1000/-.
- If any candidate withdraws his/her admission after the Registration, no refund will be entertained.

You need to apply separately through iipe counselling to get admission in iipe , You can visit the iipe website for more details . The college takes jee advanced score to take admissions . Regarding the branches , See both the streams are equally good , in IIPE each branch has great academics , plenty of research and internship opportunities . This year the placements were not up to to the marks , due to the interruption of semester due to covid pandemic , however background work continued . Before the college closed due to covid pandemic , about 5 students of chemical were placed in HPCL and 5 in IOCL . OIL india visit was interrupted due to covid and same was the case for other psu's . About 5-6 petroleum students were also placed before college closed . The students who got placed had average package of about 15 lpa .
So , it depends on you which branch you are willing to take according to your interests . You can check the detailed curriculum , of both branches on the IIPE website and choose your desired branches according to your interests . IIPE is a institute of national importance and is mentored by IIT Kharagpur , although it is presently in the temporary campus . The other good colleges taking jee advanced scores are rgipt and iist , so you can apply for them also , along with iipe also .

iiit bhagalpur ka electronics vs iipe ka petroleum engineering
Indian Institute Of Information Technology, Bhagalpur (IIIT BHAGALPUR) is better option for you because electronic branch is more demanding now a days. IIIT Bhagalpur is a joint venture of Govt. of Bihar (35%), Govt. of India (50%) and Beltron(15%). We can not say anything about placements because it's established in 2017 so first batch will passout in 2021.
