Can I get iiits with 45k obc rank

As you have secured 45000 rank in OBC then it looks hard for you to get into IIIT . So applying I'm JOSAA counselling won't worth you . To get into IIIT you must atleast score within 20000 . But as per the record of CSAB counseling there are very small chances of you getting into lower IIIT like gwailior , kurnool , raipur and all . what is the priority order of iiits under ppp mode

The Parliament passed the Indian Institutes of Information Technology Laws (Amendment) Bill 2020.The IIIT Laws declares five IIITs in Public Private Partnership (PPP) mode - IIIT Bhopal, IIIT Agartala, IIIT Surat, IIIT Bhagalpur and IIIT Raichur as Institutions of National importance. along with existing 15 Indian Institutes of Information Technology under the IIIT PPP Act, 2017.
The priority should always be based on the year of establishments of these iiits according to me as that is beneficial, secondly priority shoul be given to those iiits thare running in and are being mentored by Centralised Colleges as new colleges may lack modern facilities.

See , it is to be evident to you that the NITs and IIITs are both setup by the MHRD , Govt.of India under an act of parliament. So all of them are somewhat equally Institutes of national importance.
Now, there are many NITs which are better than the IIITs and also there are some IIITs which are better than NITs. Like for example IIIT Gwalior is ranked better than NIT BHOPAL or NIT Patna.
The Placements of some NITs like TRICHY, Suratkhal,Rourkela are by far better than those of the best IIITs. But these IIITs have better placements compared to NITs in N-E or Hamirpur etc.
So it all depends upon the colleges you are willing to compare
The all of 31 NITs are fully run and funded by the MHRD.
However, the IIITs there are some exceptions.
- 5 IIITs are fully funded by the MHRD
- 17 IIITs are setup by the PPP model in which 60% is by MHRD, 30% By state govt. And 10% by private individuals
