see the fees structure for MBA is differ college to college. in IIMS you would get fees relaxation based on your financial condition. however 2 years mba fees ranges from 4-28 lakhs or more.
to apply for sc category you must have documents to support sc category, category certificates need to renew in every year. you need to go through the official website of state back ward class welfare portal. then you may apply for caste certificate online. however the application process may differ as per state wise.

Your academics marks is very low,and that may affect on your chances of getting calls from some best colleges.Talking about the IIM Bangalore,sorry but you can't get call from IIM Bangalore because of your academics marks and also your CAT percentile does not meet the sufficient marks.The expected cut off of IIM Bangalore is 98+ percentile with good academics marks and also work experience also matters.
But,don't worry,if you want some good colleges,there are some colleges where academics marks does not matter much,you can check about those colleges here

to get a call from iim bangalore not only depends on cat score but also it depends on your academic curriculum, work experience etc. iim bangalore has 40% weight age to cat score and 50% weight to academics and 10% is on gender diversity and work experience. see as per previous years cutoff and students review you need to have more than 95 percentile in cat exam to get a call from iim's if you belongs to general category.
