DMS IIT Delhi would be the better choice for all specializations when compared to IIM Ranchi or any other new IIM for that matter.
Reasons include-
Better placements, smaller batch size, great location, world renowned IIT DELHI brand, 50+ years of alumni, great rankings by various world renowned agencies, exceptional opportunities for people with work experience etc.
Talking about operations domain, yes you do have decent opportunities. Having said that, you'll find quite balanced placements in DMS, IITD for almost all specializations now.
And yes, you are really at an advantage if you have decent work experience and it really gets rewarded in placements, unlike many other b schools where your work-ex could be a disadvantage.

Actually my question is that ..if I qualified in jee mains with above 130 marks then I got prepared for jee advance and completed with flying colours..now if I get a seat in IIT Delhi or Kharagpur etc.what will be my fees

I hope you are doing well.
If you are from General and OBC category and your family income is more than 5lakh than you have to pay for tution fee which is 1lakh/semester. And if your family income is less in between 1lakh to 5lakhs than you have to pay one third of tution fee which is roughly 33k/semester and if your family income is less than 1lakh tan no need to pay tuition fee.
If you belong to ST/SC category than you don't have to pay tuition fee irrespective of your family income. Tution fee is waived off for ST/SC categories.
- Other fee and mess fee.
These fee are irrespective of your category
For hostel rent, water, electricity, medical, gym, and for some other changes you have to pay nearly 15000/sem to 20000/sem. It may vary from one IIT to another.
And talking about mess fee it is nearly 12000 to 15000 per semester.
- Grand total. (Approximately)

- General => 1,35,000 per semester.
- OBC =>1,35,000 per semester.
- ST/SC => 35,000 per semester.

In 2020, the cut-off for ELECTRICAL ENGINEERING in IIT DELHI was 365 for Male and 1429 for female in OBC NCL . in the case of Electrical Engineering (Power and Automation),the cutoff was 588 for Male and 1810 for female in OBC NCL.
