Candidates who have reported and joined in the institute allotted in JoSAA counselling are not eligible to participate in CSAB counselling. To participate in CSAB counselling your must have not allotted seat till special round or shouldn't have reported in the allotted college or withdrew the seat allotted in JoSAA counselling. If you have already taken admission in the institute allotted in JoSAA counselling you cannot apply for CSAB counselling. If you withdrew the seat in JoSAA counselling to participate in CSAB counselling then the seat will be cancelled automatically. IIT Delhi Fee Structure: Scholarships and Waivers
The tuition fee Waivers are applicable for students in IIT Delhi. If one's parent has a business income, it will be applicable as a combined income.

IIT Delhi offers scholarships to students, who want to pursue education ahead but belong to the EWS category. There are different scholarships:

- Donor Scholarship: In this, the Individual organizations and trusts provide leverage to students studying in the Institute.
- Institute Merit-cum-Means Scholarship: In this, the Institute offers INR 1000/month to 25% meritorious undergraduate students in engineering and technology.

Every IIT has different policies for branch change. ... But one of the things it is relatively easier to get a branch change in the new generation IITs because the number of students is lesser and hence the competition is also considered to be a bit less.
Changing branch at IITs is possible after completing the first year. Students with exceptionally good grades are allowed to change their branch

My rank in JEE MAINS 2021 was CRL 6017 and ST AIR 17. Will I get IITD CSE if I perform the same in JEE ADVANCED? If not then in which IITs can I get CSE?

Looking at the pattern from past few years and also taking the last year cut off in consideration , if you perform the same in JEE Advance you will be able to get Admission in IIT Delhi with CSE branch. You might also get IIT Bombay in 2nd or 3rd counselling. And there are other options to like IIT Kanpur, IIT Kharagpur or IIT Madras. Basically if you score the same or even better in JEE Advance you will be get any of top 5 IITs easily. All the best!
