Congratulations for getting god rank in JEE mains 2020. According to last some years cut offs you have very less chances or probably no any chances of getting admission into DTU, NSUT. As this institutions are the most recommended institutions of Delhi so that the cut offs for this institutions are generally very high. Also for IIT delhi you have to score well in JEE advanced examination.

I join 1st year in other govt enginneering college after one year I write jee advance again I selected to iit Delhi but I submitted tc of 12 class to previous engineering college then what TC and any other documents are mandatory at joining in iit Delhi college

I understand you have taken admission in some government college first year just as a alternative, so that your one year should not get wasted.
As you mentioned, you have submitted the Transfer Certificate to the Institution, so the only thing which you can do is Write a formal application to your ongoing institution regarding all the details about the results, allotment of IIT Delhi.
If the institution accepts it and they have to accept, then they will return it to you for admission in other college which you want. But many institutions, not at all ask for the TCs also, they only need JoSAA counselling forms.
Apart from TC, you have to submit following documents:
1.) Course Allotment Letter from website.
2.) Original Admit Card of JEE Advance Examination
3.) Proof of payment made during allocation of seat
4.) Class 10th Marksheet and Certificate (Both Original and Photocopy)
5.) Class 12th Marksheet and Certificate (Both Original and Photocopy)
6.) Medical Fitness Certificate
7.) 8 Passport Size Photographs and 4 Stamp Size
8.) Specific Category Certificate ( Not for General)
9.) Valid Document of Proof issued by the Government ( like Aadhar Card, Voter Card, Passport etc.)
10.) Regarding application for scholarship also in the institution, Family Income Certificate is required from the concerned Department.

It is a bit hard to predict your entry level designation and salary (for me )as it varies a lot (seriously a lot) from institute to institute . I will recommend you to make your cv or register on some job providing websites like naukari .Com ,indeed job search ,internshala ,and many more good ones and then you may be able to filter out some jobs and be able to get your designation and salary details .

The entry level positions in human resource field are staffing coordinator or specialist,recruitment associate,HR assistant, HR associate and HR admin.The starting salary would be from 10K to 15K but you can it will increase as you gain experience and go up the hr job hierarchy. Since your age is above the normal limit that too without prior experience, you may face difficulties. But opportunities are there and you may have to keep trying a little harder than a usual fresher. Use job networking sites like linkedin to connect with various recruiters or HR officials and present yourself confidently . Try learning or mastering extra technological skills and be up to date with it since you are competing with youngsters and you don't want to show you have another minus point .
