i got rank 1930(gen male) in jee advanced 2020, i have priorities in CSE and electrical...is there chance of getting IIT roorkee electrical knowing that i have IIT indore electrical(by previous rankings)? which one should i choose if i am getting both?

According to the rank and category mentioned by you in the question you have good chances of getting IIT Indore but only with Electrical Branch according to previous year's cut-off and for IIT Roorkee you cannot get any of the preferred branches. As we go through previous year's cut-off then it shows that last year the closing rank for Electrical branch in IIT Roorkee was 1856 for General category Male and for Electrical branch in IIT Indore it was 3635 for General category Male.

which iit I get with 8400 rank in jee advance 2020 with obc category.
As you have secured 8400 rank in obc category in jee advanced, then sorry you have no chance of getting any iits.
If the cutoff closing ranks increased this year then there might be a low chances that you can get :-
Iit jammu (very negligible chances)
Iit dhanbad (very negligible chances)
Iit patna (very negligible chances)
Iit mandi (very negligible chances)
Iit indore (very negligible chances)
Iit bhu (very negligible chances)
In all these above iits the maximum closing ranks for female obc category was around 7500 last year. And as your have got 8400 rank then there is very negligible or no chance that you can get these iits.

According to JEE Advanced result 2020 - last year's cutoff, for your score
- IIT (ISM) Dhanbad - closing rank will be 6,408 for Electrical Engineering.
This is the only one IIT which have the cutoff nearer to your rank.
