First of all the IITs that you have written in the question are good .The main doubt is branch selection which totally depends on your interest.So first of all go through your interest and think about it that in which department you are more interested.According to my opinion you should go :
1-ISM DHANBAD(Computer Science)
2:IIT BHU(Electrical)
3:IIT KANPUR(Economics)
4:IIT BOMBAY(Metallurgy)

Well, firstly congratulations brother for a decent performace in JEE advanced.
Regarding your rank an considering your quota, it would be very difficult for to get the seat at IIT K in civil department.
Though, EWS quota is being applied for the first time, so nothing can be said for sure.
But wiht the experience and considering the seats alloted, it looks quite dificult to get

According to previous years cutoff of GATE ( for metallurgy ), the IITs with their required cutoff are listed below :
1. IIT Kharagpur - In 2017 the cutoff was 432 and in 2016 the cutoff was 628
2. IIT Kanpur - In 2016 the cutoff was 544
3. IIT Madras - In 2016 the cutoff was 556 and in 2017 the cutoff was 526. In 2018 it was 593.

FEES STRUCTURE AND FACILITY-
Hostel admission fee (One Time)-500, hostel seat rent (per Semester)-1,250, Water Charges (per Semester)-25, mess establishment charges (per Semester)-11,200, Total 17900 and Institute fees 120000. IIT Kanpur conducts mid-semester and ends semester examination. The students are graded on a relative grading system, with a credit system.

IIT KANPUR(CSE) Cutoffs Previous years :
GENERAL : 213
OBC-NCL : 132
Hope you get the cutoffs. Now, according to previous year's, if we take it as marks, you have to score 240+ in advanced, taking as general. But in terms Obc, the difference is not much, you have to score atleast 235+ also.
But cut offs is also varies every years according to question difficulty level, appeared candidates etc. So prepare well & good luck

No cat exam is not applicable for admission of B.tech in IIT.
From Cat Exam you will get admission for MBA program in different IIM ,IIT and other good colleges.For getting admission in IIT for B.tech degree you have to clear JEE Advanced exam.

By far IIT kharagpur and IIT Bombay are considered the best aeronautics engineering colleges according to multiple surveys. Then ofcourse are iit Kanpur and IIT Madras. To be true prospect of aeronautics and aerospace in India is pretty low if you are not in one of the above mentioned institution and even if one manages to get through with jee and get into these institution only the top rung of students get good jobs. Ofcourse there is a lot of prospect in the aerospace engineering field as far as research and development is considered abroad and in india too in institution like ISRO . Hindustan aeronautics in India recruits aeronautic engineer. I would also like to mention if u would like to study aeronautics or aerospace engineering. And you do a good bit of research on this.
