dineshburuboyina2575 , I think IIT Dhanbad is best for ECE because I think Electronics and communication engineering is not  in IIT Palakkad there is Electrical Engineering.

And the IIT Dhanbad is already best for other branch also.

The faculty members are really helpful and approachable at IIT, Palakkad. Almost all of them are phD holders, providing excellent learning to students. They focus more and more on the practical learning of the students, which is very necessary in professional courses like Bachelor of technology. There are guest lectures as well. While looking at the two colleges, IIT Bhubaneshwar is the older and more well established campus than IIT Palakkad. It has better facilities and placement records. IIT Palakkad is relatively new and is currently establishing its prime.

Also, no matter which campus you study in, if you are not interested in the subject or course, the four years of B Tech life won't worth it. So, idealise your choice by analysing your interest in civil engineering and electronics and communication. Choose which is best for you.

Congratulations on getting selected for iit PALAKKAD. In my opinion dut to corona pandemic you have to pay the acceptance fee through online mode. Earlier you have to go there and wait long in order to pay your acceptance fee. But now due to pandemic the system has changes.
