According to the tech school officials, most of the 23 IITs will, on average, implement around 4% EWS quota this year. The Indian Institutes of Technology (IITs) will offer about 500 seats to candidates from economically weaker sections this year. IIT Delhi will be implementing 5.6% EWS quota. We will have an overall increase of 105 seats. , IIT Madras implement 4% EWS quota this year.IIT Kharagpur is likely to reserve 3% seats for EWS candidatesfor IIT Roorkee TOTAL SEATS

Min marks and rough figure of marks to get IIT roorkee in ST category?(JEE adv)
You have asked for a good college IITR. As you are from ST category so you will get edge over other candidates if you have a good score.
Previous year IITR closing rank in round 6 was around 300 for electrical,electronics,mechanical and around 90 for cse. So you better have rank under 350-400 to get admission in IITR.

Congratulations !! you achieved good score in GATE 2019 in EE stream so you have sure chance to get into IIT Roorkee for M.tech power system. Last year cutoff for power system was nearly 54.68 so no worry you will definitely get admission.

Opening Rank-58
Closing Rank-82

To get admission in msc biotechnology in Indian Institute of technology, Roorkee is you have to give jam exam to get IIT.
Eligibility criteria...
. candidate required to have 55% in bachelor's with mathematics and chemistry for atleast two years for general candidates, and for obc and St, sc candidates it should be 50%.
