I am trying to do an entrance test for my m.a in Pol science and I wanted to apply in ignou as well so will it be possible for me if I fill my ignou form for admission and pay the money later ?
No, it's not possible you have to pay the yearly course fees at the time of admission only whatever mode you choose whether it's online or offline, if you're preparing for some entrance exam then focus on that only as of now, IGNOU form will come up again after few months only, usually for january cycle it commences from the month of december, if the usual schedule is followed then you can apply after few months else it can be delayed as this year due to pandemic the entire admission scheduled has been revised which has caused postponement in major areas of entire process.

If you have applied for nomination from IGNOU, New Delhi and you got the message of discrepancy than there might be some error in your particulars which you have uploaded while filling up the nomination.
Please check that particulars and try to make it error free. The message you have received from the competent authorities should have those discrepancies which you have improve .

The answer is No. IGNOU has only one exam annually. There is no semester system. The exams are conducted twice a year July and December. You have to appear for any one of them.
Now about your second question. Since you have failed to attempt July examination, you can appear in December examination. Any student who fails in exam or couldn't attempt the exam 1 is eligible to appear for exam 2 (December).

No, there's no such thing as admission in third year in IGNOU.
IGNOU conducts admission for full course, that is starting from the first year only, there's no such thing as transfer policy here. One has to register and enroll as a fresh candidate for first year only and proceed afterwards towards completion of that course.
