I guess you are asking about college fee. Then you can get scholarship from the college if you have good score in 12th or entrance exam. Also, you can get study loan by the banks. If you apply for loan more than 4 lakhs then you will need collateral in many banks. But HDFC will give you study loan without collateral for upto 7.5 Lakhs amount.

see the candidates who have gate or net qualified is given more preference at the time of interview, however for non gate candidates  e first round shortlisting criteria is  based on percentage or cgpa  in graduation,  then written test followed by interview.,however at this score you have less chances for shortlisting whatever stream you may apply.
