Yes it is necessary.
For most universities, SAT and IELTS are used to satisfy different requirements. SAT is a standardized test used to satisfy academic requirements whereas IELTS is used to satisfy English language proficiency requirements and therefore you will need to take IELTS (or any other English language proficiency test) regardless of whether you have given the SAT.

For most Canadian universities, you need to provide proof of at least 4 years of tertiary level education. This means that you should either have a four-year bachelor's degree or you should have a 3-year degree plus at least one more year of education (a master's or certification) post the bachelor's. Therefore, a 3 year diploma may not be sufficient in order to gain admission. Please specify the university you wish to apply to as this requirement often varies with the university of application.
For most of the top universities, you require an IELTS score of around 7.0 or 6.5. There are some universities which accept IELTS scores of 6.0 such as:

- Laval University
- Concordia University
It is advisable to obtain an IELTS score of at least 6.5 in order to apply to the best Canadian universities.

If you plan on pursuing education abroad, then it would be best to apply for an undergraduate program after 12th standard. Admission is easier to obtain in such a situation and you will be required to also provide scores from standardized tests like SAT or ACT along with English language proficiency scores.
For admission after 10th, it may be difficult unless you have residential status in the country of application.
Additionally, for undergraduate admissions, most of the top universities have IELTS requirements in the range of 6.5-7.5. Very few colleges accept scores of 6.0. Therefore, getting admission with an IELTS score of 5.0 may pose to be difficult. Instead, you should work on improving your IELTS score and building your profile for undergraduate admission after 12th.
