my rank is 1540 outside delhi gen/obc .I didnt got allotted in first round of counselling in ip cet law can I get in second round ?

Yes you should definitely wait for the second and third round of counselling if you feel that your rank will get you the college. You ll get the college as you are an outsider plus OBC category.
If you are not getting alloted at all, you should visit the main campus and ask about it.
