Yes, if you do not have better options, you may pursue Metallurgy at Jadavpur University. After IIT Kharagpur and IIEST Shibpur, JU's Metallurgy Department is one of the best in Eastern India. Only students with Indian nationality can appear for wbjee which is the examination to be given by students who wish to get admission in Jadavpur university to pursue B. Tech. Since you are a US citizen you are not eligible for wbjee but you can take admission in Jadavpur university as some seats are reserved for NRI students.
There are three ways by which you can takr admission:
- Self-financed - students who pay their fees from their own private resources
- Through the ICCR (Indian Council for Cultural Relations)
- Through an exchange programme

I got 91% in Maths and 88% in Physics at 12th BOARD EXAM. But got 58% in Chemistry at BOARDS..(year 2020). My overall percentage at Boards is 83%.. If I give One year drop for JEE 2021, Am I eligible to get into IITs, NITs, GFTIs, VIT, BITS or Jadavpur through their entrance exams ?

Usually xii board score for nit and IIT colleges is Minimum 75% in PCM subjects. This year due to Covid 19 pandemic, flexibility is given for xii board score. For IIT and nit admissions you must have passed xii board regardless of marks..
In 2021 you can appear for jee main and try for nit and IIT.
