Predicting the marks required to get a seat in a government medical college is quite difficult but when we go through previous year trends then
For Government Medical College, Jammu the cut off marks was 491 for SC category in NEET 2019 under Jammu and Kashmir state quota
While,
375 marks for sc category was the cut off marks/ lowest marks in NEET 2019 that got a government medical college under Jammu and Kashmir State quota and it was for Government Medical College, Anantnag

But yes,
cut off marks / rank for medical colleges keeps changing every year depending upon various factors like number of students that appeared in the neet examination, kind of marks obtained by students in neet , toughness level of the neet examination, number of seats available etc.

77 percentile in CAT and as you are belongs to EWS category as your choice of course in IIM Jammu which was established in the year of 2016 restricted by the IIM, Lucknow, you have chance to get admission in MBA courses.
To get chance in IIM Jammu the CAT percentile is needed 75% at least.

if someone in jammu takes marks around 600+ in neet he wont be able to go to big colleges out of state due to 100% state quota?
The seats in Medical and Dental colleges all over India are divided as follows:
- 15% of the total seats are reserved for All India Quota. This means if there are 100 seats in any state, 15 of them are reserved for students from any other state of India. These seats are allotted based on their all India Rank after participation in All India Counselling
- 85% of all the seats are reserved for students from just that particular state (particularly in government medical college). This means no student from any other state can claim that seat.
So if you want a seat outside your own state, you will have to apply for the All India Counselling. You will register, fill in your college of choice and wait for the merit list. 600 is a good score to get into a lot of good medical colleges. It is not necessary to get admission in your own state, as seats are reserved for students who want to study in different states also.
This holds true for any college in the country. Even though you can apply for the state counselling of other states, but in that way you will only be eligible for the management seats. If you want a government seat in other states, it is best that you apply for the All India Counselling. You can apply through MCC's offical website which is given below:
BUT, since there is no reservation for AIQ in J&K, you will have to participate in your own state's counselling.

However, all this while, Jammu and Kashmir have usually opted out of for the counselling done for seats under the All India Quota. It is a decision required for the State Medical Council to make whether they want to participate in the All India Counselling or not and if by any chance they are against it, they might follow suit in 2021 as well.

Jammu and Kashmir will fill at its seats through State Counselling. For this year as well, Jammu and Kashmir is not participating in All India Counselling. If you are appearing for Jammu and Kashmir State Counselling, the registration has been extended upto November 15th and attached is the official notification: https://www.jkbopee.gov.in/Pdf/Downloader.ashx?nid=12803&type=n . The counselling will happen in 2 Rounds and a mop up round.
