if a student who is a resident of j&k and has opted for the state quota, but has a very good score in NEET examination, can he/she apply for a branch of AIIMS, or any of the Central universities? like AIIMS jammu?

Yes, you are eligible for AIIMS Seats but not for 15% All India Quota Seats of other GMCs.
According to Counselling Scheme Brochure of MCC, the Candidates from the J&K Union Territory are eligible for the Counselling of following Medical Colleges:
1. All AIIMS
2. JIPMER
3. BHU
4. Deemed Universities
So according to this, you can register for MCC Counselling, but Round 1 and Round 2 Counselling process is already over and next round is Mop-up Round and the Possibilities for Vacant Seats in Mop-up Round for AIIMS, JIPMER & BHU is very low.

jammu iits branch wise placement record for 2019 and 2020

The placements for first undergraduate btech batch was absolutely overwhelming considering the fact that IIT Jammu is a third generation IITs, tech giants like Amazon,Delloite,Morgan Stanley,TCS etc visited the campus,also there were around 13 to 14 preplacement offers through internships. There were only 68 to 72 students from the first passout batch of IIT Jammu and frankly speaking the work of the placement cell was very astonishing. Highest placement was around 42 lakhs from a Germany based startup as well as Amazon, average was around 7 to 8 lakhs, lowest was around 5 lakhs from TCS. Placement sessions were also organised in March 2020 after the first session was organised in September 2019 for the very few students who were still looking for core jobs from core branches like civil, chemical etc untill the covid 19 arrived and all the things were suspended but I am listening that the college will be conducting a special placement session for those who still haven't got their chance to sit for the interviews.I am very hopeful that the same trend or even better continues on in the upcoming years.

Yes there is benefit of having EWS certificate. If you have EWS certificate then you you would be eligible for EWS rank and that has a certain amount of reservation. So that would be beneficial as in there would be a bit of relaxation in cutoff and you might also get some benefits regarding the fees in comparison to others.
