I am female candidate from Westbengal have 88 percentile in July JEE main session. may I get any middle category NIT for chemical engineering..or Metallergy ..or Electronics and communication...or IT ? Not interested for North East states and Jammu kashmir .
You did not mention your category. So if you are a general category student then 88 percentile is not enough to qualify JEE Main. The expected cutoff this year is in between 90-95. And when you do not qualify JEE Main, then getting any of the NIT is not possible.
However there are many state counsellins like that for M.P Punjab and so on, in which you can participate.

The eligibility of domicile regarding the PCS exam is that the candidate needs to be a indian citizen. So if you are a citizen of India then you are eligible for the examination.
In PSC there can be some domicile conservation for the peoples of Bihar. So you may have some restriction in some of the PSC posts. But else most of them are opened for any citizen of India.

The following are the requirements for a candidate other than resident of Maharashtra:
- The applicants must be Citizens of India.
- The applicants must have passed HSC (Class 12) with Mathematics and Physics as mandatory subjects. Apart from these two subjects, the candidates must have studied Chemistry or Biotechnology or Biology in Class 12.
- The applicants must have 50% of marks in Class 12 or HSC (45% for reserved and PH categories).
- Students from any state can apply for B.Tech admission in Maharashtra.
- The candidates must have a non-zero positive score in MHT CET.
- Diploma in Engineering candidates can apply for second-year B.Tech admission through Lateral Entry Scheme

There are only three papers for Jee mains:
- paper 1 : to get admission in Btech courses/engineering
- paper 2: to get admission in B.Arch. courses/architecture and planning.
and both these papers contain 3 sections: physics , chemistry and mathematics. however, paper 2 also includes a section for drwaing/planning.
And this year, the exam will be conducting for four consecutive years : february, march, april and May 2021. So, you have four golden chances to clear jee mains. If you wish to attempt only May session, then you can register only for mains and can choose any exam centre which is convenient for you.
