Punjab Engineering College ( PEC ) is a public technical and research institution founded in 1921 .Many courses are here. Fees for Mechanical Engineering is around 4.16 lakhs for the whole course. Placements are also good. Almost 68% of the students got placed. The highest salary package offered is 17.5 LPA, whereas the average salary was 6 LPA. Companies like Maruti, Honda, General Motors, Tata motors visit the college.
Birla Institute of Technology, Mesra is an Indian institute of higher education and a deemed University. Many courses are here. The total fees for whole course of ME is around 11.57 lakhs. Placements are nice.The highest salary packageoffered is 18 LPA and the average salary package offered is around 6.5 to 7 LPA. Around 70-80% of the students get placed.
Overall PEC college is good if you are getting same branch in both the colleges i.e. mechanical.

I got EIE at NIT Agartala in Jossa 1st round and froze the seat. So can i get CSE/ECE in same college in CSAB special round? And are there any risks of joining CSAB special round??

According to your question and taking into consideration that you have got EIE in nit Agartala in round 1 and you froze the seat.
I would like to say that i dont think that you would get computer science at nit agartala as the home state cut off closes for 65k and the instrumentation is far behind and it's cut off is around 1.9L.
So if you are satisfied with your branch then just complete your admission formalities.
This year there is no risk to join csab as your seat has been retained as you have paid the partial admission fee of 40k.

Belonging to OBC category, your expected cut-off is around 75/360 in JEE Mains and around 32% in JEE Advanced. But always remember that only clearing the cut-off is not enough for you to get a seat. You must score atleast around 100 in Mains along with decent %age in boards(greater than or equal to 90%) .

Different students have different perspective of seeing engineering branches and so interests are different. In the entire engineering branches no one is best and no one is bad the thing is what you like. CSE is mostly on coding so if you are interensting in coding, web development etc then do take the course. ECE is electronics and you should have interest in the semiconductor and devices. EEE is considered toughest of all as it has electronics as well as electrical and so wit electronics subjects you have to study Machines, power system etc.

To get seat in SVNIT, Surat with PwD reservations your pwd rank must be rank within 3000 and you need to score score 50-70 marks and your percentile must be 75 or above. In 2019 open pwd cut off was as follows for each branch in SVNIT
- Mechanical: 2741
- ECE: 2752
- CSE: 1072
- Civil: 251
- Chemical: 473
This cut off may change this year depending on number of candidates appeared, difficulty of exam etc.
