See,as of now it's very difficult to predict the exact cut-offs as they keep changing every year depending on various factors like no. of students appeared, difficulty level of the question paper ,seat matrix and overall performance of the students . But we can have an idea of your probability of getting selected into your desired medical college based on previous year's cutoff scores and ranks through State quota .
Also, as state quota counselling post NEET UG 2021 hasn't been conducted yet for most of the states , the exact cut-offs are unknown now . However , we can predict it on the basis of last year's cut-offs as this year too they are expected to be somewhat similar or may increase marginally.

As you are resident of Jharkhand and has completed all your schooling including 10th and 12th from Jharkhand. So you will not be eligible for the Domicile of Bihar. Domicile is defined for tax purposes as the place where you voluntarily establish yourself and family. You will be eligible for the Domicile of Jharkhand and your permanent address will be of Jharkhand on various exam form, the place were you have done all your schooling education.
