The medical colleges in Hazaribagh, Dumka and Palamu are still under construction and there is no news yet of classes starting for MBBS/ MD from this year. Currently there are only 5 government universities accepting NEET scores in Jharkhand:
- RIMS
- Mahatma Gandhi memorial college and hospital
- Ranchi University
- PMCH, Dhanbad
- Kolhan University

First of all as per the percentile mentioned by you your predicted CRL rank lies somewhere between 143220 - 161000 . And the clossing rank for production engineering at BIT SINDRI is 136988 (as per the previous year cut off) . There there is a probability that you don't get a seat there , but since the difference between the predicted rank and closing rank of previous year is less , I would recommend you to apply and wait for the result . If luck would be in your favour then you will definitely be able to grab a seat in BIT Sindri.

No the Jharkhand NTSE stage one results are not yet declared. JAC, Ranchi will release the Jharkhand NTSE result in online mode. The stage 1 exam has been conducted on December 13, 2020. The exact date for the release of the results are not yet declared. Keep an eye on the official website for the latest information. Some states have released the results so it is expected that the remaining states NTSE results will be declared soon. Aspirants who qualify Jharkhand NTSE Stage 1 will be eligible to appear for the NTSE Stage 2 exam.

Jharkhand and Bihar both are different states in India. Specially Jharkhand is newly state because at first both are same.
You have Bihar residential certificate and Jharkhand caste certificate. So both are not same. Because some times state category certificate will be create issues in different state. But not every time. I'll suggest you that you can apply central category certificate. Because if you once get this certificate there will be no issues you will face in any State, district and anywhere. So you can apply for it. It will be more helpful.
