Keeping in mind, the last year's cut off in Jharkhand, Patliputra Medical College, Dhanbad had a cut off rank of 13096. Since you have mentioned your rank to be 16996, it's a bit difficult to say whether you would get this college or not.

Register yourself for the Counselling and wait till the Patliputra mop up round to secure a seat in one of the Government Medical College of Jharkhand.

As you know that 15% seats are for All india quota and 85% seats are reserved forstate quota. As you are from general category and also the score is 532 you might have a tight spot for govt. College but you might get semi government college easily.
