The home state quota of JEE Main is that state from where you have completed your class XIIth. Since you are studying in Odisha and must have completed your class 12th from a school which is located in Odisha, thus you CAN avail the home state quota benefit for Odisha in the JoSAA counselling for NIT Rourkela.

See your place of birth has nothing to do with domicile criteria, your domicile criteria is dependent on the status of permanent residence so if your birth place is Jharkhand, you should fill it as Jharkhand in the section of birth place and in the place of permanent residence you should enter the same address as mentioned in your AADHAR card or whatever is the address of permanent residence.

No you will not be eligible for domicile certificate of Jharkhand because you have only completed class 12th from Jharkhand and also you don't have any permanent property in Jharkhand so you do not deserve the domicile of Jharkhand. If you are a permanent resident of Bihar then you must be having domicile of Bihar.

it depends on the nationality that you hold. if you are an Indian and hold the Indian nationality then you can just produce the last studied document from India and accordingly take admission as an Indian national. if some college has an exception then clarification can be obtained from college authority

No Jharkhand is not an open state just like Maharashtra, other state candidates cannot take part in Jharkhand state counselling for medical colleges, this is because just like Maharashtra, Jharkhand is also not an open state. You have not mention the educational Board from which you have passed the highest secondary examination in Jharkhand. In cse you have passed from Jharkhand educational Board then you would be directly eligible for 85% state quota seats while if you have passed from some other board then you would have to show the permanent resident certificate at the time of counselling. The eligibility criteria are mentioned below in detail

• Only local/permanent residents of Jharkhand would be eligible for the 85% state-reserved seats. Certificates for permanent residency will have to be furnished from the competent authorities.

• Domicile holders of Jharkhand, who have passed Class XII from Jharkhand Board would also be eligible.
