Civil engineering is generally least proffered nowadays due to its low placement ratio. In today's world, placement ratio is dropped a lot for core branches such as electrical, mechanical and civil. You can pursue these branches but make sure placement is very low. Many top colleges provides opportunities but low tier colleges do not.
A student needs to look for jobs if they fit the criteria then they will be employed else not. First ask yourself why you want to pursue civil engineering, if your mind is fixed for it then go for it.
Since you have not mentioned the location near which you want the civil engineering colleges so it is hard to provide you the appropriate answer.

The application form for PECE isn't released yet by conducting body Jharkhand Combined Entrance Compeititive Examination for admission to diploma in engineering courses,also due to the pandemic there can be an expected delay, the eligibility criteria for PECE is passed class 10th from a recognized board with 35% marks apart from fulfilling the domicile conditions of belonging to Jharkhand, stay updated at the official website at https://jceceb.jharkhand.gov.in/Default.aspx for latest updates regarding this.

The application form for Jharkhand Polytechnic course has not been released yet. There hasn't been any recent notice or announcement either. The application forms were expected to release in last week of March, 2021 but are not out yet. It may release anytime soon. You can keep a check on the official website for updates. Dear student,
There is no option of choice filling after the counselling process is started. Before this process start you have to fill the required choices of yours. You can wait till the end of the counselling process you do not get the stream that you want, if you get that in any round then you have to stop your counselling. Otherwise you have to go through management quota for your required stream.
